What we do
The Staff Commission for Education
and Library Boards is an Executive Non-Departmental Public Body
(NDPB) established under the Education and Libraries (Northern Ireland)
Order 1972.
Its aim is to exercise general
oversight of matters connected with the recruitment, promotion,
training and terms and conditions of employment of non-teaching
staff employed in boards and to make recommendations to boards on
such matters.

Appointment Procedures
The Commission seeks to ensure that
its Code of Procedures for Recruitment and Selection is effective
in ensuring equality of opportunity on a multi-dimensional basis
for those who are employed and those seeking employment with the
Education and Library Boards. To ensure the Code is adhered to,
Commission officers act as observers on selection panels throughout
the boards. The Commission seeks to ensure that fair and equal treatment
and equality issues are reflected in its Code and all other Commission
recommendations and policies.
Advisory Appointment
Panels
The Commission, in consultation with the boards, appoints
assessors with relevant expertise and seniority to give advice to
panels on the suitability of applicants for appointment to such
offices as the Commission and boards consider appropriate.
Industrial
Relations – Negotiating Machinery
The Commission has established negotiating machinery for
the non-teaching staff in the Education and Library Service and
monitors the effectiveness of that machinery which consists of the
following:
a. Joint Negotiating Council and Committees;
b. Executive Committee.
Senior Management Pay Review Panel
The Senior Management Pay Review Panel reviews and makes
recommendations to the Department of Education on salaries of Chief
Executives and second tier officers of the Education and Library
Boards in Northern Ireland.
Promoting
Equality of Opportunity and Good Relations
The Commission facilitates the Education and Library Boards
in mainstreaming equality to ensure that equality is central to
the policy making process and to encourage an organisational culture
where diversity and good relations are valued.
Advisory Training
and Support System
The Commission provides training, support and guidance in
relation to new initiatives, organisational development and human
resources management in order to ensure that professional standards
are achieved and maintained. |
